the software will not let me download the hex ids to the scanner just replaces them with 0s in all the groups am i doing something wrong?

What kind of a scanner are you using and what type of system are you programming in? I don't believe hex id's are supported on every system type, most of the scanners only supported hex mode on motorola systems. As well, you need to set the system in hex mode prior to uploading.

Motorola smartzone and Smartnet on a 396xt so i need to set the scanner in hex before uploading the hex programs into the scanner?

Just quickly scanning through the Easier to Read manual on the 396XT, I don't believe it (in fact, no Uniden does, AFAIK) uses Hex for the talkgroup programming. Use the decimal version.

Some GRE radios (the PSR-500, 600) have this ability.  73 Mike

AFAIK no - as mentioned before use the decimal version. If you are using a listing from RadioReference that's quite easy - it's left of the 'HEX' column, or let the import function do the work for you. If from something else, use Windows Calculator....73 Mike

Actually I have to correct myself. According to the Easier to Read manuals, the XT version do support the hex notation for talkgroups. However I assume that since FS cannot distinguish between the original and XT versions of the radios, that it would not support the hex notation.
